Independent review
A sitting or retired president reads the methodology and the plan, and signs the methodology page if it holds up. That signature is what a board is actually buying when it hires a consultant — this keeps it while leaving the analysis in the college's hands.
No methodology review has been submitted. The plan will publish without a signature block until one is.

Reviewers are booked per engagement. Anyone leading the college under review is blocked outright — a disclosure does not cure that conflict.
